The West Bengal government has made it easier for people to access land-related records online. Citizens will no longer have to pay any fee to obtain a digital copy of their Record-of-Rights (RoR) or plot information through the state’s online land records system.

The decision was announced through a notification issued by the Land and Land Reforms Department. The changes have been introduced by amending two provisions of the Bengal Records Manual under the powers of the West Bengal Land Reforms Act, 1955. 

No fee for online khatian or Record-of-Rights 

Under the new rules, applicants can download a digitally signed copy of their Record-of-Rights (RoR) without paying any application or authentication fee.

The exemption applies regardless of the number of pages in the khatian. Whether the document is a single page or spans multiple pages, there will be no charge for obtaining its digital version. 

However, the government has clarified that the existing rules for certified hard copies will continue. Anyone seeking a certified physical copy of the Record-of-Rights will still have to pay the prescribed fee. 

Digital plot information also available free of cost 

The notification also brings relief for those looking for plot-related information. 

From now on, any person can access and download a soft copy of plot details from the state’s digitised land records database without paying any fee.

As with the Record-of-Rights, the waiver applies only to digital copies. The fee structure for certified hard copies of plot information remains unchanged.
