The National Investigation Agency has expanded its investigation into the Hafiz Saeed Pahalgam attack case by filing a supplementary charge sheet that accuses the Lashkar-e-Taiba chief of masterminding the conspiracy from across the border. The agency has alleged that Pakistan-based handlers directed the April 2025 attack in Jammu and Kashmir’s Baisaran meadow, where 25 tourists and a local pony operator were killed. According to investigators, the Hafiz Saeed Pahalgam attack conspiracy was coordinated through LeT and its proxy outfit, The Resistance Front, with digital evidence and communications forming a crucial part of the prosecution’s case.
NIA details Pakistan’s alleged role in the Hafiz Saeed Pahalgam attack
According to the Hindustan Times, the supplementary charge sheet states that Hafiz Saeed has been named both in his personal capacity and as the head of Lashkar-e-Taiba and TRF. Investigators claim the attack was conceived, directed, and supported from Pakistan through an organised network of handlers, operatives, and local facilitators.
The NIA said the fresh filing builds upon its earlier charge sheet submitted in December 2025 and includes additional scientific evidence, communication records, and field investigations. Officials maintain that the Hafiz Saeed Pahalgam attack was not an isolated incident but part of a larger cross-border terror conspiracy.

Digital evidence strengthens the Hafiz Saeed Pahalgam attack probe
According to the Hindustan Times, investigators claim recovered mobile phones, encrypted chats and navigation data played a significant role in reconstructing the conspiracy. The charge sheet alleges that Pakistan-based handler Sajid Saifullah Jatt shared coordinates near Baisaran using mapping applications while guiding the attackers before the assault.
The agency also claimed the terrorists stayed at the residence of a local resident before carrying out the attack and discussed security arrangements, pilgrimage routes and operational details. The NIA believes the digital trail has strengthened its case linking the Hafiz Saeed Pahalgam attack directly to Pakistan-based operatives.

Operation Sindoor remains central to the investigation
According to the Hindustan Times, the investigation also connects the terror attack with India’s military response through Operation Sindoor. The government launched the operation in May 2025, targeting terror infrastructure in Pakistan and Pakistan-occupied Kashmir following the killings in Pahalgam.
The NIA has reiterated that investigations into the Hafiz Saeed Pahalgam attack remain ongoing as agencies continue to examine financial transactions, communication channels and additional evidence to identify every individual involved in the conspiracy. Officials maintain that the case demonstrates the structured nature of cross-border terrorism and the continued operational role of LeT and TRF in targeting India.
