The latest round of US-Iran indirect talks in Doha focused on implementing the memorandum of understanding (MoU), with discussions covering frozen Iranian funds and a proposed communication mechanism to address violations of the agreement.
According to Iran’s official IRNA news agency cited by News18, Iranian Deputy Foreign minister Kazem Gharibabadi said the latest round of negotiations between US-Iran had concluded and both sides agreed that “a communication channel would be established by tomorrow” to report and record violations of the memorandum.

Communication channel proposed
Speaking after the meetings, Gharibabadi said there were no direct discussions between the American and Iranian delegations. According to Axios cited by News18, the talks were conducted through Qatari and Pakistani mediators.

He said the parties agreed to establish “an emergency communication channel by tomorrow” to deal with any violations of the MoU.
Gharibabadi also said the issue of Iran’s frozen funds in Qatar came up during the discussions. He said “it was agreed that, based on Iran’s stated needs, the required goods would be purchased and delivered to Iran”, News18 reported.
Frozen funds remain under discussion
According to Al Arabiya, an initial understanding was reached to release $3 billion to Iran. The report said the funds could be released in phases as negotiations move forward.
However, a US official later told Al Arabiya English that no funds had been released. “No frozen funds have been released and no frozen funds will be released unless Iran meets the requirements outlined in the MOU,” the official said.
The official further stated, “The United States must approve how the funds are used.” The official added that if any Iranian assets are released, “they will be used to purchase American agricultural products from American farmers to feed the Iranian people.”
Lebanon and Strait of Hormuz discussed
A trilateral meeting involving Iran, Qatar and Pakistan also reviewed the implementation of the memorandum. According to Al Arabiya, the discussions covered Lebanon and the Strait of Hormuz.
The report said Iran accused Israel of hampering the implementation of the MoU by maintaining its presence in Lebanon. Iran also reiterated that the Strait of Hormuz falls under Iranian and Omani sovereignty.
Qatar reports positive progress
Qatar said the negotiations made “positive progress” on issues linked to the Islamabad Memorandum of Understanding.

In a post on X, Qatar foreign ministry spokesperson Majed Al Ansari said, “Qatar & Pakistan mediators concluded separate meetings with the US & Iranian negotiators in Doha today, with positive progress made on issues related to the Islamabad Memorandum of Understanding, building on the outcomes of the Lake Lucerne Summit.”

He added that both sides agreed to continue negotiations, saying, “The parties agreed to continue discussions over the coming period, with the next meeting to be scheduled at the earliest possible time following the funeral processions of the former Iranian Supreme Leader.”
